Transportation Agency, Technology Department Recruiting for Positions in Engineering, Compliance

Two large state entities are recruiting to fill positions in technology.

The California State Transportation Agency (CalSTA) is recruiting for a cybersecurity compliance officer (IT Manager II) to exercise “broad oversight responsibility” for ensuring that cybersecurity activities within the agency are in compliance with policies of the California Department of Technology (CDT), the state’s legislative and legal requirements, as well as adherence to industry-specific regulations.

“The incumbent directs the complex compliance activities in close alignment with the CalSTA department chief information security officers (CISs) and the managers and supervisors throughout the IT areas as well as the Business Program management,” the job posting says. CalSTA encompasses several large departments, including the California Department of Transportation, the California Highway Patrol, and the High-Speed Rail Authority.

Desirable qualifications for the position include:

  • At least seven years IT experience (or comparable education).
  • Data analytics skills including the ability to use data visualization tools; and familiarity with database systems and data integrity concepts, data encryption standards, and data security concepts.
  • Understand technology recovery planning and system resilience as well as application programming interfaces to facilitate the technology implementation of a cybersecurity tool architecture that supports data insight generation through cybersecurity cross-tool (data) integration.
  • Understanding of and familiarity with industry-standard cybersecurity compliance requirements, especially the National Institute of Standards and Technology (NIST) Section 800-53. Understand the standards, guidelines, and best practices for cybersecurity and their practical application from a variety of sources including industry, federal, and state government standards and statutory/legal requirements.
  • Understanding of and familiarity with fundamental cybersecurity concepts such as Zero Trust, Identity Threat Detection and Response, Endpoint Detection and Response, cryptography, and edge protections and tools.

The California Department of Technology is seeking a network security engineer (IT Specialist II) to provide “advanced-level network threat protection techniques, experience, and best practices for the planning, design, definition, and configuration” of CDT’s Statewide Data Center Network. In addition, according to the job posting, the engineer “performs risk assessments on emerging network security technologies and develops best-practice solutions.”

The engineer “is responsible for monitoring and troubleshooting CDT’s network security systems and implementing security controls,” the posting says. Areas of oversight include Intrusion Detection Systems, Intrusion Protection Systems, Distributed Denial of Service (DDoS), Packet Capture, Amazon Web Services, and Microsoft Azure cloud networking services. Additional duties include lead system administration, project management, expert-level analysis, and effective communication with customers, vendors, and CDT employees.

Desirable qualifications for the role include:

  • Knowledge of Information Technology Infrastructure Library (ITIL) Service Delivery and Service Lifecycle concepts and best practices.
  • Knowledge and background in network principles and concepts.
  • In-depth knowledge of routers, switches, load balancers, content switches and firewalls.
  • Experience with design and installation of IPS/IDS technologies to meet internal and/or external customer specifications.
  • Experience with design and installation of Packet Capture technologies to meet internal specifications.
